Council unanimously approved item M. The posted agenda identifies Item M as the resolution setting a 6 p.m. Oct. 26 hearing in council chambers on the land-use assumptions, capital-improvements plan and associated roadway-impact-fee policy.
Staff and the study engineer discussed the roadway-impact-fee study, collection rates, council feedback, and anticipated public-hearing and ordinance-reading steps. That presentation was discussion only, separate from the vote that set the hearing.
The eventual collection-rate decision will determine what new development pays toward roadway-capacity projects across all New Braunfels council districts.
From the study to a public hearing
The city began updating the study in July 2025 and had presented the study to council on Aug. 17 and Sept. 14 before Monday's meeting. The meeting packet says the update covers land-use assumptions, the capital-improvements plan, the maximum assessable fee and possible collection-rate scenarios.
The staff report describes roadway impact fees as charges on new development that can fund or recoup the cost of road facilities or expansions attributable to that development. The advisory committee recommends a collection rate and effective date; City Council makes the policy decision.
