New Braunfels City Council is scheduled to consider drought-rule revisions, neighborhood speed limits, city debt, accessibility and mobility plans, two land-use requests and a wide consent slate on Sept. 28. The official agenda lists 33 identified items, including three closed-session notices.
The proposals could change water-conservation rules, traffic controls, trail access, street-project spending and land uses in several New Braunfels neighborhoods. Every listed vote remains prospective; the meeting materials establish what council is scheduled to consider, not an outcome.

Water, mobility and neighborhood streets
Item 26-1113 would put revised drought-stage designations, triggers and related provisions through a proposed second and final reading. The issue follows earlier city consideration of drought surcharges and conservation rules, but Monday’s vote would concern the new ordinance in the current packet.
Item 26-1151 would give a proposed first reading to lower speed limits on residential streets off Lake Front Avenue. Item 26-1156 would give a proposed final reading to parking and loading restrictions around Long Creek High School and Legend Point Elementary. Item 26-1026 would ask council to approve the Bicycle and Pedestrian Network Plan. Item 26-1037 would authorize a proposed TxDOT advanced-funding agreement for an off-road Waterway Lane shared-use path between Gruene Road and FM 306. Item 26-1112 would support an Outdoor Recreation Legacy Partnership grant application for County Line Memorial Trail.
Road spending and impact fees
Item 26-1125 would authorize South Kowald Lane right-of-way acquisition services. Item 26-1126 would cap proposed South Kowald Lane right-of-way and easement acquisitions at $300,000. Item 26-1127 would authorize Conrads Lane right-of-way acquisition services. Item 26-1128 would cap proposed Conrads Lane right-of-way and easement acquisitions at $150,000. A prior state filing places the South Kowald widening on a longer construction timeline.
Item 26-1138 is a roadway impact-fee presentation and discussion. Item 26-951 would schedule an Oct. 26 public hearing on the roadway impact-fee study, land-use assumptions and capital plan; it would not adopt the study itself.
