Five patrol SUVs and an outside jail option

Action 13 proposes buying three patrol SUVs with $70,000 in forfeiture money and $240,000 in federal asset-sharing funds. Action 14 proposes moving another $206,000 from the Sheriff’s Office hourly-personnel account to capital equipment for two additional 2026 patrol SUVs. Together, the items would cover five vehicles through two funding actions.

Action 12 would approve an interlocal jail-services agreement with Kerr County. The proposed contract sets a $100 inmate-day rate, counts any part of a day as a full day and lists off-site medical guards at $35 an hour per guard, with two guards required for a transport. Kerr County would bill monthly, and Comal County would have 30 days to pay.

Retiree coverage and county accounts

Action 11 would renew the county’s Plan G plus prescription Option 1 retiree coverage for 2027 and authorize the county judge to sign. The renewal packet labels the coverage as direct-billed and sets the proposed effective date as Jan. 1.

Action 10 asks commissioners to approve the treasurer’s August report. Its signed reconciliation lists $218,337,261.57 in cash and assets on Aug. 31: $62,548,000 in investments, $152,743,816.29 in money-market funds and $3,045,445.28 in bank cash. The report also lists $5,154,504.98 in fiscal-year-to-date interest income.

Action 15 would move $100 from continuing education and travel to the treasurer’s copier lease and maintenance line. Action 16 would shift $5,000 from an Emergency Management software line, putting $3,000 into office supplies and $2,000 into fuel, vehicles and equipment. The department says the transfer would support a new staff member, supplies for the emergency operations center and increased vehicle use through Dec. 31. Action 17 would transfer funding to extend a temporary part-time budget administrator.

Proclamations, claims and tennis-court bids

Action 1 is the court’s claims item. Action 2 is a proposed proclamation recognizing Freiheit Country Store with the Texas Treasure Business Award. Action 3 would proclaim Sept. 21–27, 2026, as Comal County Fair Week. Action 4 would recognize Oct. 6, 2026, as National Night Out. The Fair Week draft says the fair and rodeo run Sept. 23–27 and attributes its scholarship, food-drive and rodeo-giveback figures to the fair organization.

Action 5 asks the court to reject all bids for tennis courts at Jumbo Evans Sports Park. The scheduled vote will decide whether the county ends the current bid round.

Public comment, closed-session notices and meeting access

Workshop 1 provides for citizen comments of up to three minutes per person, with any court response limited by the Texas Open Meetings Act. Workshop 2 provides for reports from staff and elected officials. These are scheduled portions of the meeting; the post-meeting record will show what occurred.

Actions 18A, 18B and 18C are notices of possible closed-session discussion involving real property, economic-development negotiations and litigation. Any final action must occur in open court.

Commissioners Court is scheduled for 8:30 a.m. Thursday, Sept. 24, 2026, in the Commissioners Courtroom at 100 Main Plaza in New Braunfels. The agenda directs people needing special assistance to contact the Commissioners Court Office at least two days before the meeting.

Commissioners must still vote, and the post-meeting record will determine which proposals were approved, changed, rejected or deferred. The official agenda lets readers inspect the full item order and supporting documents before the meeting; minutes or another official outcome record will provide the results afterward.
