Fair Oaks Ranch moved the Dietz Elkhorn project into preconstruction with D&D Contractors and submitted an elevated-storage-tank grant application.
Dietz Elkhorn drivers faced a Sept. 8 start for three construction phases over about one year, while Fair Oaks Ranch utility customers had a tank-grant application awaiting a fall decision.
The July 2 agenda scheduled possible action on the contract and grant resolution, followed by a utility-budget workshop. The CivicClerk event record lists an agenda, packet, final minutes file and official video route for the July 2 meeting.
City staff recommended a $4,559,083.95 construction agreement with D&D Contractors and a 5% contingency, setting the proposed authorization ceiling at $4,787,038.15. D&D submitted the lowest of six proposals, and the recommended total sat about $1.29 million below the combined construction budget before a developer contribution toward the water-line work.
The contract package covered 4,565 feet of new 12-inch water main and a 365-day construction period, with one eastbound lane maintained and westbound traffic detoured during phased work. The bid design included dedicated left-turn lanes at Chartwell Lane; a four-way stop with flashing beacons and a lower school-zone speed were presented as options for council consideration.
Item 6 proposed authorizing an application to the Texas Water Development Board for up to $10 million toward the elevated storage tank. The packet said filing the application created no direct fiscal commitment and warned that the city’s adjusted median household income could make the request less competitive. By Aug. 31, the city said its application was one of 676 received by the board.
