The park-fee proposal starts from a city estimate that rentals recover about 17% of a $94,600 operating budget. Item 3.A would set a two-hour rental minimum and add a $35 nonresident surcharge.
Land-use requests
Items 3.H through 3.L cover guest-house permits at 34712 Mayer Oaks and 31910 Lake Wind; an indoor baseball and athletic-performance facility at 18443 State Highway 46, Building 3; relocation of a nonconforming bank pylon sign at 3131 Bulverde Road; and McCarty Ranch. The two guest-house cases and McCarty Ranch include hearings.
McCarty Ranch covers approximately 387 acres at 31575 U.S. 281 North and proposes single-family, multifamily and commercial uses. Earlier reporting examined a revision that capped tree-mitigation payments at $200,000. Council’s outcome record will establish whether the request passes and under what conditions.
Street rules and other business
Items 3.M and 3.N put the city’s signs-and-safety work into possible implementation. Council may prioritize project costs and consider a stop sign at Barton Hill and Casey, a Marvel Drive no-parking zone, a citywide default speed reduction from 35 to 30 mph and 25 mph limits on Edgebrook streets.
The opening business includes a Constitution Week proclamation, an August planning update and a Planning and Zoning Commission report. Item 3.O concerns a future workshop on goals and performance objectives for the city manager. The agenda later provides for community-interest reports and general public comment.

The meeting is scheduled for 6:30 p.m. Sept. 22 in the City Hall Council Chamber at 30360 Cougar Bend; the agenda directs speakers on posted items to register and provides item-specific comment when each matter is considered, followed by general public comment after regular business.
