Comal County’s 2027 Budget Arrives Thursday; Tax Hearings Are Next

The same agenda includes road-program work, a school law-enforcement agreement and flood-monitoring equipment, but it does not publish their final approvals.

Comal County’s proposed 2027 budget is scheduled to reach Commissioners Court on Thursday, beginning the public phase of decisions that will shape county spending and property taxes for the coming year.

The county judge is set to present the budget during the court’s 8:30 a.m. Aug. 6 meeting at the Commissioners Courtroom, 100 Main Plaza in New Braunfels. Commissioners will then consider the proposed 2026 tax rate and dates for public hearings.

Commissioners are also scheduled to consider publishing proposed salaries and allowances for elected county and precinct officials, along with public-hearing dates for the 2027 budget. Those notices should provide residents with the next opportunities to examine the numbers and comment before adoption.

Roads, schools and flood monitoring

The agenda includes possible acceptance of HNTB’s Work Authorization No. 2 for the Comal County Road Improvement Program. The four-page agenda names the authorization but does not state its dollar amount or describe the road assignments included in the work.

Commissioners will also revisit an interlocal agreement under which the county would provide law-enforcement services to Comal ISD. That is the agreement previously proposed for 38 deputies; Thursday’s posting schedules county consideration and authorization for the county judge to sign, not proof that both parties have completed the agreement.

Another item seeks approval to purchase nine pan-tilt-zoom cameras, six monitoring nodes at county-maintained dams and three monitoring nodes along Cibolo Creek from a capital-equipment account. The agenda says no budget amendment would be necessary, but it does not resolve the pricing questions contained in the underlying quotes.

The court will also consider launching a request for qualifications for executive-recruitment services and several line-item transfers within the sheriff, jail, Animal Control, Information Technology and Purchasing budgets. Each remains a proposed action until the public meeting produces a vote.

Residents tracking taxes should look next for the proposed budget itself, the calculated tax rate and the hearing calendar. Those records—not the agenda summary—will make it possible to compare spending, revenue and the effect of the proposed rate.
