The Portillo's proposal now has a defined 4,987-square-foot drive-through plan at 2807 Sophie Lane and a completed state accessibility review, while New Braunfels still lists its building application as IN REVIEW.

The state record lists Nov. 2, 2026 as Start Date and May 3, 2027 as Completion Date, but city review remains unfinished and neither record supplies a customer opening date.

A drive-through plan with a specific footprint

TABS2026025141 was registered July 13 and displayed Review Complete when checked directly Aug. 28. Its scope calls for ground-up construction of a commercial restaurant with a drive-through, associated site work and landscaping. The filing's Estimated Cost field is $2.5 million, it names Portillo's Hot Dogs as the facility, and it uses the same Sophie Lane address found in the city record.

One project, two separate reviews

The state accessibility record and the city building application answer different questions; one status cannot stand in for the other. Review Complete is a checkpoint in Texas' architectural-barriers process, which includes registration, plan review and an inspection after construction. The project page says the owner must request that inspection once construction is finished. It does not finish the local building process.

New Braunfels case CP2026-609 is the local track. Anna Eglitis filed the Commercial - New Build application July 22 for Portillo's Hot Dogs. The latest collected city snapshot showed IN REVIEW with an Aug. 27 status date, so the state result does not convert the city application into an issued permit.

Portillo's state page places $2.5 million in Estimated Cost, Nov. 2 in Start Date and May 3 in Completion Date. The bound records do not provide a customer opening date, so May 3 remains a completion field rather than a promised opening day.

The public record now supports a location, footprint, drive-through, private funding classification, an Estimated Cost field, and listed start and completion dates. It does not support saying every permit is issued, construction has begun or customers will be served on a particular date. None of the official records reviewed here supplies an opening target.

The next meaningful checkpoint is a changed or issued record for CP2026-609, followed by a Portillo's construction or opening announcement. Until then, the useful distinction is simple: the accessibility review is complete, and the New Braunfels building application is still active.
