A proposed startup program
A presenter introduced a proposed entrepreneur incubator project and discussed supporting businesses starting in New Braunfels. The posted Gener8tor item proposes two gBETA cohorts annually for three years at a listed $375,000 a year before possible reductions. Its $1.2 million ceiling describes a proposed expenditure. In the recorded incubator discussion, the proposed operator described mentoring, investor meetings, ongoing support and a community showcase for startups. Speakers questioned overlap with existing services and whether the expenditure would produce the jobs and investment used to measure success. Any later agreement will show the deliverables and price council is asked to accept.
Rules affecting homes and streets
Staff proposed clearer rules for parking surfaces, including possible use of pavers or bordered gravel, and restrictions on parking vehicles on vacant lots. Speakers discussing the parking and building proposal raised the cost of installing an approved surface and the possibility of fines. The staff’s code item also proposes a sidewalk escrow option and clearer drainage-plan requirements for home construction in older subdivisions. The eventual ordinance text will determine what applicants must build or pay when seeking permits.
Shuttles and residential trash rates
Staff proposed an ordinance and franchise agreement for general shuttle services using public rights of way, including a possible route between downtown and Gruene. The vehicles-for-hire item also covers whether to remove or rewrite pedicab rules and how to handle horse-drawn carriage permits. The staff item says any fee changes would be identified later.
Residential trash service was also listed for a presentation on proposed rate modifications. The solid-waste staff page says proposed ordinance amendments would be presented at an upcoming council meeting. That later text, rather than this workshop agenda, will establish the rates placed before council.
The mayor proclaimed October 6, 2026, National Night Out in New Braunfels. The proclamation document records the designation. The agenda also carried a closed-session notice concerning the interim city attorney’s employment terms.
Citizen comments
The official meeting recording documents differing views on license plate readers, including concerns about privacy, security and effectiveness, support for investigative uses, and a police association call for accountability if officers misuse data. Startup-program speakers pressed for value and job quality; parking speakers raised household costs. Another speaker asked about children’s use of electric scooters and bikes, and the response described a work group reviewing the issue.
