Fair Oaks Ranch City Council is scheduled Thursday to set the highest property-tax rate it may consider for fiscal 2027, but the public packet posted before the meeting does not contain the completed no-new-revenue rate, voter-approval rate or staff’s final recommendation.
The council meets at 6:30 p.m. Aug. 6 in the Public Safety Training Room at the Police Station, 7286 Dietz Elkhorn Road. The proposed resolution would also set a Sept. 17 public hearing on the budget and tax rate.
During its July budget workshop, council directed staff to use $0.30697 per $100 of taxable value as the maximum rate for preparing the proposed budget, notices and the Aug. 6 resolution. That direction appears in the prior meeting minutes included in Thursday’s packet.
The new tax item says staff had not received the completed 2026 tax-rate worksheet from the Bexar County Tax Assessor-Collector when the agenda was posted. The draft resolution consequently shows placeholders of “$0.xxxx” for the no-new-revenue, voter-approval and proposed rates.
Staff expects to present the completed calculations, certified taxable values, exemption information and recommended proposed rate at the meeting. The packet says the worksheet will also be placed on the city’s Truth-in-Taxation webpage.
Why the missing calculations matter
The staff report anticipates recommending a rate above the no-new-revenue rate, which it says would generate additional property-tax revenue over the prior year to support the proposed general-fund budget. That is staff’s forecast in the packet; the size of the difference cannot be calculated until the missing rates and taxable values are published.
The resolution schedules the public hearing for 6:30 p.m. Sept. 17. Before then, residents should be able to compare the proposed rate with the no-new-revenue and voter-approval calculations and review the budget assumptions supported by the added revenue.
Thursday’s action will determine the rate ceiling and formal hearing schedule. The final tax rate remains a later council decision after public notice, a hearing and further budget deliberations.
