Comal ISD could commit up to $11,643,225 in district funds to pay outstanding and future health-insurance claims for people covered by its self-funded plan, under a proposal scheduled for Sept. 17.
The proposal would put $7,643,225 toward outstanding health-plan claims and reserve up to $4 million to keep paying future claims for people covered by the district plan.
Comal ISD says its health-insurance provider reported that claims for the 2025-26 plan year surpassed collected premiums. The Sept. 17 item is a recommendation awaiting board action, not an approved expenditure.
From discussion to a funding request
A Sept. 10 board workshop placed self-funded insurance coverage on its discussion agenda without listing a funding amount. Comal.News previewed that workshop before the new recommendation and dollar figures appeared.
The Sept. 17 posting changes the issue from a scheduled discussion into a request for approval. The two proposed components add to the stated $11,643,225 ceiling; about two-thirds would address outstanding claims, with the remainder available for later claims.
