387-Acre McCarty Ranch Plan Returns for a Bulverde Public Hearing

The amended application describes about 229 one-acre single-family lots while retaining existing multifamily and commercial zoning areas along Highway 281.

A proposal covering approximately 387 acres near Highway 281 returns to the Bulverde Planning and Zoning Commission on Tuesday, one month after commissioners tabled the case on a 6-1 vote.

The commission will hold a public hearing and consider the McCarty Ranch planned development district at its 6 p.m. Aug. 4 meeting at Bulverde City Hall, 30360 Cougar Bend. The property is listed as 31575 Highway 281 North, west of the highway and south of State Highway 46 West.

Trimark Developments LP and One Stop Group LP filed the request on behalf of Dash Interest LLC and Akber Ali. The application divides the property into roughly 329 acres of single-family zoning, 13 acres of multifamily zoning and 45 acres of commercial zoning.

What the amendment proposes

The applicant’s amended project plan describes approximately 229 single-family lots, each at least one acre, in the 329-acre residential section. It says the plan consolidates an existing half-acre residential area into the one-acre district and seeks nine code modifications limited to the single-family scope.

The commercial and multifamily sections would retain their existing base zoning under standards tied to the April 20 application date. The applicant says it no longer seeks code modifications for those two sections, though the plan would authorize shared water facilities associated with the project.

The amended materials also withdraw earlier requests to change city right-of-way and pavement-width standards. They instead propose the city’s rural-local specifications: a 60-foot right of way and 22 feet of pavement. The packet says public-water options could include a qualifying retail system, while the single-family section would use individual on-site sewage facilities.

The applicant characterizes the single-family plan as conservation-oriented and says about 84% of that portion would be preserved. That is the applicant’s representation in the project plan, not a finding that construction, conservation measures or utility service have been completed.

At the July 7 hearing, the commission received seven comments before voting 6-1 to table the case. Tuesday’s meeting reopens the public-hearing stage and gives commissioners another opportunity to recommend action or defer the proposal again.
